Could somebody please explain what all of the "dat" files are used for, as well as any other updates I need to download on a regular basis?

cheats.GBATemp.net and this website (fpr ndspatch.dat)

I don't think you have to worry about rominfo.dat too much, since they're up to date in the firmware download's.

USRCHEAT.DAT - For cheating needs (Action Replay Cheat Codes) Location: www.cheats.gbatemp.net

NDSPATCH.DAT - I think this is for patching games that have Anti-Piracy (some kind of freeze in the game that prevents you from playing the game ; it occurs in new games). Location: This Website

ROMINFO.DAT - I'm not really sure about it, but one thing that I can say is that it also has something to do with making games work properly. Location: This Website
